Packs and market lock
You prepay a block of appointments and that locks your metro for the duration. One operator per market. Anything undelivered at the end rolls forward or gets refunded pro-rata, your choice.
The risk is capped at appointments that actually happened. The cost of waiting is another quarter dialing the same list as everyone else.
